I have found the google chrome history to be very temperamental. FOr example on one occasion I remoted into a users machine grabbed the history files and placed them in my dir. No issues I could browse there history, I tried it a week later and the history went blank, and when I put my back in also blank. Any attempt to restrict people from deleting it etc and changing permissions has given extremely mixed results. Chrome also sees an extremely quick update cycle so I really wouldn't put my eggs in that basket. As above I would look to putting something in the middle to record there activity. There also plenty of chrome extensions that provide alternative history syncs etc, you might fine one of them that will spool off the history to another location for you.
